From the Maryland DNR regulations... "Arrows for vertical bows and crossbows must have a sharpened broadhead with a metal cutting surface having a minimum width of 7/8 of an inch."
So, I guess not in Maryland.

I think so. "Broadheads may have fixed or expandable blades, but they must be a minimum 7/8 inch in diameter when fully opened. Broadheads with fixed blades must be metal or flint-, chert-, or obsidian-knapped; broadheads with expandable blades must be metal."

Well, in forty years of bowhunting I've never had a warden look at my arrows.

They're legal in Idaho as long as they're at least 7/8" wide and .015" thick. There's no mention of what they have to be made of. In fact, there's a growing group of traditional hunters who are getting into flint knapping.

looks like they are legal in ohio Longbows and crossbows may be used to take legal game. However, crossbows may not be used to hunt migratory game birds. Longbow hunters may use a hand-held mechanical release. Crossbows may be cocked with a device, but must have a working safety and a stock more than 25 inches long. Arrows for longbow and crossbow must be tipped with a broadhead not less than 3/4 inch wide while hunting deer or turkey. The arrow tip must have a minimum of two cutting edges which may be exposed or unexposed. It is unlawful to hunt deer or turkey with a longbow having a draw weight of less than 40 pounds, or with a crossbow having a draw weight of less than 75 pounds or more than 200 pounds. www.dnr.state.oh.us/wildlife/regs/default.htm
